The NDA Constitution and Bylaws along with the NDA Playing Regulations were originally written by Grant Bull, WSS Boys Physical Education Department Head, back in the late 1960’s. At that time, the need for coordination and administration of all local High School Athletics was evident as the Nipissing Schools were required to follow certain procedures to compete at the NOSSA and OFSAA levels of competition. The original document was created using the NOSSA Constitution as a guideline. Many of the original Articles, By-Laws and Playing Regulations still exist today although the entire document has undergone many changes and revisions over the past 40 years to reflect the changing times and the growth of sport in the North.

The NDA Constitution and Bylaws along with the many Playing Regulations for all high school sports has been the guiding document for Administrators, Athletic Coordinators, Coaches, Players, Convenors, Officials and Spectators in the Nipissing District. It continues to clearly outline requirements for membership and eligibility, procedures for conducting leagues and events, specific rules and regulations for all sports, codes of conduct for all involved, and the necessary structures for dealing with all of the business needs and issues arising within the NDA. The document also reflects the Guidelines for Competition agreed upon by the Principals of the member schools ensuring that all activities are organized within the bounds of the Administration of all schools and Boards within our jurisdiction and the Education Act. It also clearly outlines the necessary requirements for participants qualifying for NOSSA competition.

It is absolutely critical that all member school Directors of Education, School Administrators, Athletic Coordinators, Coaches and Convenors be aware of the contents of the NDA Constitution, By-laws, and Playing Regulations and make sure that all participants in NDA events follow these regulations and are aware of the consequences should they contravene the above. It should also be emphasized that deviation from the procedures and rules outlined in this
document may result in legal liability issues for those individuals involved.

In the event that any member of the NDA is not satisfied with the existing regulations, there are clear methods of making amendments to any part of the document, keeping in mind that change is made by consensus in every case. The NDA Constitution, Bylaws and Playing Regulations attempt to present regulations and procedures that are fair to all members and their participants regardless of language, religion, age or sex. It is only through this cooperation can we offer Athletic Programs that are fair and equitable to all concerned.
